Course Description:

The Affordable Care Act (“health care reform”), combined with state-driven efforts, is transforming the delivery of health care. Likewise, commercial payers have adopted quality-based payment methods to reduce costs through payment models that shift a larger percentage of financial risk onto the shoulders of providers. These new payment methods will have a considerable impact on physical therapists now and into the future. This symposium will provide a progress report on the implementation of the Affordable Care Act, including trends by Medicare and commercial payers to contain costs through bundled payment arrangements and quality initiatives, as well as APTA’s initiative to implement an alternative payment system transitioning away from traditional fee-for-services payment models and embracing new approaches that emphasize the quality of care.

Objectives:

1. Identify pending changes to rehabilitation policy in health care reform and their impact on practice and payment.

2. Describe the potential impact of emerging policies in health care reform on delivery system reform, including opportunities to advance rehabilitation and potential threats to rehabilitation.

3. Identify 3 trends in commercial payment policies and potential opportunities for physical therapists.

4. Identify 3 policies that physical therapists can utilize to demonstrate value in their clinics, communities, with payers, and their patients.

5. Analyze the contemporary issues surrounding the implementation of the Affordable Care Act and its impact on physical therapy.

6. Discuss elements of payment reform and how these systems advance physical therapy practice.

7. Discuss quality initiatives and their impact on physical therapy by setting of care delivery.

8. Identify 3 efforts physical therapists can take to reduce and eliminate fraud and abuse in health care.
